The Development Feasibility Analysis (DFA) is an effort directed by the San Diego County Board of Supervisors to investigate the best locations in Vehicle Miles Travelled (VMT) efficient areas and county designated infill areas for housing development. SB 743, which discourages development outside VMT efficient and infill areas, has the reduced housing capacity in the unincorporated area and encourages growth within VMT efficient and infill areas. The DFA boundaries represent areas with the most potential for housing development in the future given existing conditions and the implementation of SB 743. This layer will be used to scope and focus market, land use, infrastructure, and transportation studies to understand issues preventing or discouraging the development of housing in the areas best suited for growth. This information will then be used to provide a list of financial tools, land use changes, and infrastructure investments that will unlock additional housing capacity or encourage housing development in these areas. A. Definitions<\/div>

1. "End User" means, without limitation, any natural person, firm, corporation, partnership, business entity of any kind, or local, state, or federal public entity in possession of the data.<\/div>

Although not required by law, it is considered a best practice to properly acknowledge SanGIS as a reference source when SanGIS data are used in the preparation of reports, papers, publications, maps, and other products (as defined in the scope of use in Sections D and E).<\/div>

C. Specific Disclaimer Against Certain Types of Activities<\/div>

The data is not fault-tolerant and are not designed, manufactured, or intended for use or resale for use for insurance underwriting, insurance settlements, or insurance adjustment payments nor is it to be used with critical health and safety or online control equipment in hazardous environments that require fail-safe performance, such as in the operation of nuclear facilities, aircraft navigation or communication systems, air traffic control, search and rescue, emergency response, terrorism prevention or response, fire fighting, life support, or weapons systems ("High Risk Activities"). D. Additional Limitations On Use of the Data<\/div>

The end user acknowledges that there are additional legal limitations on the use of these data beyond this EULA. Data may not be used and shared in any/all circumstances and it is incumbent upon the end user to be familiar with and comply with any and all relevant and applicable state and federal laws governing the subsequent use of data once it is received from SanGIS.<\/div>

End users should be aware that the data does not meet National Map Accuracy Standards at scales finer than 1:24,000. Any attempt to represent the data at finer scales will introduce positional error. SanGIS shall not be attributed as the source of the data when representing the data at scales below 1:24,000 absolute scale. An exemption to the attribution prohibition is provided to the end user if the GIS data released to them from SanGIS is specifically identified as capable of performing at absolute scales below 1:24,000. UNDER NO CIRCUMSTANCES SHALL THE END USER MODIFY OR ALTER THE SANGIS SOURCE DATA IN ANY WAY AND REDISTRIBUTE IT AS AN ORIGINAL SANGIS PRODUCT. IF THE SANGIS SOURCE DATA IS ALTERED SANGIS MAY BE CITED AS A REFERNCE BUT SHALL NOT BE IDENTIFED AS THE SOLE DATA SOURCE. Suitable map citation language may include phrases such as, "GIS data derived, modified, reduced, and/or processed from SanGIS downloadable data - www.sangis.org Copyright SanGIS 2009"<\/div>
