<idAbs>

For the purposes of this dataset, ESA is as defined in the Stormwater Standards Manual, which follows the definition in the San Diego Regional Municipal Separate Storm Sewer System (MS4) Permit issued by the San Diego Regional Water Quality Control Board. The ESA dataset is a combination of the following data sources: (1) Water bodies listed in the State Water Resources Control Board 2020-2022 Clean Water Act section 303(d) List of Water Quality Limited Segments, (2) water bodies listed in the Water Quality Control Plan for the San Diego Basin as having a RARE beneficial use, and (3) San Diego Multi-Habitat Planning Are (MHPA) Areas downloaded from SanGIS in September 2023. Some corrections to water body locations were made based on the USGS National Hydrography Dataset, internal City of San Diego Stormwater Department channel mapping, and aerial photos. A 200 foot buffer was been added around all of the elements derived from the above sources, except for the portion of Switzer Creek noted below, and then the buffered dataset was dissolved. The underground portion of Switzer Creek (downstream of Balboa Park area) does not have a 200 foot buffer drawn for it. No buffer was applied to this are because most properties the ESA line does not run directly through will have their runoff commingle with runoff from offsite areas and therefore not trigger ESA criteria per the Stormwater Standards Manual.

</idAbs>
<idPurp>This dataset was developed to show areas of Environmentally Sensitive Areas (ESA) as defined in the 2024 City of San Diego Stormwater Standards Manual. The data includes ESAs and a 200 foot buffer around the ESAs, which are merged together in the dataset. </idPurp>

<useLimit>ESAs as drawn on this map include both the ESA and a 200 foot buffer from the ESA. Exact locations of ESAs may vary somewhat from this map based on site-specific additional data collection, such as project-level survey and consultation with regulatory agencies to determine the limits of water bodies. In using the data, users should be aware that some of these data are generalized and not parcel based, and were created for use in regional projects. <stepDesc>1. Obtain 303(d) and RARE beneficial use line and polygon files and the MHPA polygon file. The USGS National Hydrography Dataset (NHD) and City of San Diego Stormwater Department channel maintenance areas (CSA) and MS4 data were used as a supplement to make the following changes, where data from other sources did not align with these data sets and were revised to align with them:
a. Draw in missing segments of San Clemente Canyon (RARE beneficial use; the missing segments were located mainly within Miramar Air Station property) to align with NHD
b. Draw in missing segment of Alvarado Creek (303(d) listed; the missing segment is at the downstream terminus, just upstream of the San Diego River) to align with NHD
c. Revise the alignment of the 303(d) impaired water body line for Switzer Creek west of Balboa Golf Course (the line incorrectly was located too far west in the US Naval Medical Center instead of its correct location along Florida Street) to align with NHD to I-5 and to align with City MS4 downstream of I-5. The line for Switzer Creek in Caltrans right-of-way around I-5 was aligned to the conveyance location shown in the Caltrans MS4 GIS data.
d. Revise the alignment of Chollas Creek along SR-163, south of SR-94, and by the Imperial Marketplace, to align with SWD channel maintenance (CSA) data </stepDesc>

<stepDesc>4. Create a City boundary file by merging the City of San Diego municipal boundary from the SanGIS municipal boundary file with the San Diego Bay polygon from the SanGIS HYD_BAY water body polygon file, and then add a 1,000 foot buffer to that merged file. The buffer ensures water bodies close to, but just outside of, the City boundary are included in the ESA data set. (Output: CSD_Boundary_1000ft_SDB)</stepDesc>
