Description: AB 130 (2025) creates a CEQA exemption for certain housing projects in census designated urban areas. This layer shows where this bill is most likely to apply in the unincorporated area of San Diego County. Projects need to be consistent with the General Plan or Zoning ordinance, build to a density of at least 15 dwelling units per acre, and avoid certain environmental constraints such as floodplains and habitat for protected species. Because of these criteria, housing projects using this exemption are only likely to qualify in core of urban villages in the unincorporated area of San Diego County. This bill pairs with SB 6 (2022) which allows housing projects in commercial zones with densities up to 30 dwelling units per acre.
