The San Diego region has a plan for bikeways and regional trails and the Active Transportation Plan (ATP) completes the unincorporated county’s portion of that vision through a network of Class I, Class II, and Class IV bicycle facilities. The ATP utilized the latest analysis methodology and industry best practices, which considers speed and volume of adjacent vehicle traffic when selecting bicycle facility designations. The current General Plan already addresses active transportation through goals and policies and Mobility Element maps. The goals and policies provide broad guidance for developing a mobility network for all users, while the Mobility Element maps identify the recommended location and type of bicycle facility for county roadways. County Board of Supervisors adopted the plan October 30th 2018. Previous plan, 2003 County Adopts Bicycle Transportation Plan. In 2014, the state introduced a new bicycle facility classification, the Class IV Separated Bikeway. The goal of this new classification is to meet the growing demand for safer, more accessible facilities. The bicycle network will connect the unincorporated county at a regional level to cities and neighboring jurisdictions. In particular, the proposed network of Class I - Off-street Bike Paths follows existing and planned facilities in the Unoncorporated area, The ATP does not propose any change to trails or pathways identified in the Community Trails Master Plan. |
