Layers: Description: The County of San Diego Community General Plan Circulation Element. The County of San Diego, Planning and Development Services is responsible for the General Plan for the unincorporated areas of the San Diego County . This plan includes the transportation section called the mobility element. The mobility element roads are defined as roads that are used as "corridors for public mobility and access which are planned to meet the needs of the existing and anticipated population of San Diego County." The Mobility Element includes several components including a description of the County’s transportation network, the goals and policies that address the safe and efficient operation, maintenance, and management of the transportation network, and the Mobility Element Network Appendix, which depicts in map and matrix format the location of road network components. The goals and policies strive for a balanced multimodal transportation system with adequate capacity to support the land uses and development patterns in the Land Use Element of this General Plan. The Mobility Element identifies the County road network, much of which currently exists, to be developed in the unincorporated County during the implementation of this General Plan so that future rights-of-way can be preserved for future motorized and non?motorized roadway purposes. This network includes County and State roads that form the backbone of a regional network providing movement within and between communities in the unincorporated County. Interstate highways, as with State roads and highways, are managed and maintained by the California Department of Transportation (Caltrans). While the Mobility Element network map indicates some roadways within city boundaries, the County has no jurisdiction over roads in these cities.
