description: The origin of the County's Hex-Bin cells comes from a comparison of the US census average mapping area and the average polygon size of the County's general plan. Since general plan elements are significant drivers of sub-regional and community level dynamics and the populations of the census blocks represent the affected population groups, the two were compared. The average size of the US census block in San Diego is 68 acres; the average size of the general plan is 55 acres. Since the general plan depicts largely rural areas the minimum mapping area and average polygon size is already below the described average population size of the census. The average between the two is 60 acres. This size cell is the optimum size to represent phenomena that is adjusted for population size in this County.
